ஒற்றினான் ஒற்றிப் பொருள்தெரியா மன்னவன்

கொற்றங் கொளக்கிடந்தது இல்.

ஒற்றினான் - தேர்ந்த ஒற்றர்களைக் கொண்டு

ஒற்றிப் - சிறந்த உளவுத் தகவல்களைப் பெற்றும்

பொருள்தெரியா - அவற்றின் பொருளும், பயனும் அறிந்து கொள்ளாத

மன்னவன் - ஆள்வோன்

கொற்றங் - ஆட்சி

கொளக்கிடந்தது - வெற்றியும், சிறப்பும் பெறுவதற்கு எவ்வொரு வழியுமே

இல் - இல்லை

ஓர் ஆட்சியின் முக்கிய அங்கம், அவ்வாட்சியின் கீழ் பணிபுரியும் உளவு நிறுவனம். உளவு நிறுவனமும் அதில் பணிபுரிவோர்களும் சிறப்பாகப் பணியாற்றி நாட்டுக்கு உட்பகைவர், வெளிப்பகைவர், நண்பர்கள், சார்பிலார் ஆகிய எல்லா தரப்புத் தகவல்களையும் தளராமல் திரட்டி ஆள்வோர்க்கு தந்தாலும், அவற்றை சரியான முறையிலே நிர்வாகத்துக்கு ஏற்றவாறு பயனாக்கிக்கொள்ளாது ஆள்வோர் வெற்றியும் அதுகொண்டு கீர்த்தியும் பெறுவது இல்லை.

பூதஞ்சேந்தானார் எழுதிய “இனியவை நாற்பதில்”,  “ஒற்றினான் ஒற்றிப் பொருள் தெரிதல் மாண்பு இனிதே” என்பார். இப்பாடலின் கருத்தை அடியொட்டி, ஆள்வோர், ஒற்றரை அப்படியே நம்பிவிடாது, ஒற்றர் தரும் தகவலையும் வேறு ஒற்றரை வைத்து சரிபார்த்தே முடிவுகள் எடுக்கவேண்டும் என்றும் கொள்ளலாம்.  ஏனெனில், அயலாரின் ஒற்றரும் ஊடுருவிச்செய்வர் ஆதலால், ஒவ்வொரு உளவுப்படையிலும் புல்லுருவிகள் இருப்பர்; ஆள்வோர் ஒரு சிக்கலான உளவு வலையை வைத்து பலவேறு நிலைகளிலும் வருந்தகவல்களை ஆராய்ந்தே ஆள்வோர் தம் ஆட்சிக்குத் தேவையான முடிவுகளை எடுக்கவேண்டும்.

Transliteration:

OrrinAn oRRip poruLtheriyA mannavan

koRRang koLakkiDandadu il

OrrinAn – With the skilled spies

oRRip – though obtain the best espionage information

poruLtheriyA – not knowing how to interprest, and use them.

Mannavan – the ruler

koRRang – under his rule

koLakkiDandadu – to get successful and attain greatness

il – is not possible.

An important arm of a rule is a skillful division of espionage with capable spies. Even if they give all the vital information about friendly, enemy and neutral states or people, if a ruler is not able to comprehend that information and act on it, such a ruler will not be victorious and or glorious.

PunchendanAr, his work of “Sweet forty”, part of sangam anthology says, “oRRinAn oRRup poruL theridal maNbu indE”. The popular interpretation says, a ruler must have a complex web of spies where spies will always be spied on by others and the ruler gets holistic picture only when gets information from all. A certain percentage of spying community should be expected to be double agents or infiltered by enemies with moles as they are called. Hence trusting a single layer could prove catastrophic for a king.

Hence the current verse of this chapter can always be interpreted to be representing such a complex scheme of things too.

When not using the information obtained from espionage wing,

A ruler can neither see success nor glory in his rule to spring
