இருபுனலும் வாய்ந்த மலையும் வருபுனலும்

வல்லரணும் நாட்டிற் குறுப்பு.

                          (குறள் 737: நாடு அதிகாரம்)

இருபுனலும் -  ஊற்றாய் இருக்கும் நிலத்தடி நீரும், மலையில் தோன்றி ஆறாகப் பெருக்கெடுக்கும் நீரும்

வாய்ந்த மலையும் - ஓங்கி நின்று அரணாயும், பல வளங்களுக்கு இருப்பிடமாகவும் இருக்கும் மலைகளும்

வருபுனலும் - வானின்று பெய்து வளமாக்கும் மழையும்

வல்லரணும் - நாட்டைக் காப்பாற்றக்கூடியக் கோட்டை போன்ற வலிமையான அரணும்

நாட்டிற்கு உறுப்பு - ஒரு நாட்டிற்கு வேண்டிய முக்கிய அவையங்களாகும்

ஒரு நாட்டினுடைய முக்கிய அவையங்களாவன: இரு நீர் ஆதாரங்களான நிலத்தடி ஊற்று நீரும், மலைகளில் தோன்றி ஆறுகளாய் பெருக்கெடுக்கும் ஆற்று நீரும், ஓங்கி வளர்ந்து அரணாகவும் மற்றும் பல இயற்கை வளங்களைக் கொண்டதாகவும், வான்மழை கொண்டு, சுனைகளையும், ஆறுகளுக்கான நீரையும் சேகரித்து மற்ற நீர்வளங்களுக்கு அளிப்பதாகவும் உள்ள மலைவளங்கள், நாட்டை வெளிப்பகைகளிலிருந்து காப்பாற்றக்கூடிய மதிலைக் கொண்ட கோட்டைகளே அவ்வையங்கள்.

இக்குறளில் சொல்லப்படும் இரு புனல்களை நிலத்தடி நீர், என்றும் நிலத்துக்குமேல் இருக்கும் ஆறு, குளம், ஏரி, கடல் போன்ற நீராதாரங்களாகள் என்றும் கொள்ளவேண்டும். அதே போன்று வருபுனல் என்பதை மலையில் பிறந்து ஒழுகும் சுனைகளுக்குக் கொள்ளலாம் என்றாலும் அவற்றுக்கும் ஆதாரம் வான் பெய்து தரும் மழைவளம்தான். மற்றொரு விதமாக பொருள் கொள்வதும் பொருத்தமாக இருக்கலாம். இருபுனல் என்பது நாட்டில் ஏற்கனவே உள்ள நீர் வளங்கள் என்றும், வருபுனல் என்பதை,  பிறநாட்டில் பிறந்து நாட்டின் ஊடே செல்லும் நீர் வளங்களான ஆறுகளையும் குறிக்கலாம்.

Transliteration:

irupunalum vAindha malaiyum varupunalum

vallaraNum nATTiR kuRuppu

iru punalum - The dual water resources of underground water,  and above ground water resources of rivers, lakes, and seas

vAindha malaiyum - the high mountains that deter enemies, and also a home to a lot of natural resources useful to a country

varu punalum- the rains that pour without fail for the prosperity of the nation

vallaraNum - strong fortress that protect the state from external enemies

nATTiR kuRuppu - are the limbs, important parts of a nation.

A nation’s important limbs are the following: The dual water resources of underground water and above water ground resources such a rivers, lakes and oceans; the high mountains that  serve as a natural deterrent to outside enemies, and also home to a lot of natural resources a nation needs; the rains that without fail pour for the prosperity of the nation.

The dual water resources mentioned in this verse as “iru punal” are underground water streams and above ground water resources such as rivers, lakes and seas only, not rains as mentioned in some commentaries. Also another interpretation for “irupunal”, could mean incumbent water resources and “varupunal” could mean seasonal rains and the rivers that pass through the nation.

“The incumbent under and above ground water resources of a nation, mountains tall

 with natural resources, a strong fortress, are the limbs of a nations saving from fall”
