74: (Country - நாடு)

[Without a state why is the need for governance or wealth building, or community forming, or the need for ministers to govern? This chapter discusses what make a good country or state. A country is known to be the best for its wealth, produce, low taxes, hunger-free, disease free prosperity; when it is devoid of enemies inside and outside; when it has the wealth of nature in mountains, rivers, lakes and guarded by natural terrain to prevent enemies to invade. ]

தள்ளா விளையுளும் தக்காரும் தாழ்விலாச் 
செல்வரும் சேர்வது நாடு.
                (குறள் 731: நாடு அதிகாரம்)

தள்ளா விளையுளும் - குறைவில்லாத விளை பொருள்களும்
தக்காரும் - மேன் மக்களும்
தாழ்விலாச் செல்வரும் - தம் வளமை குன்றாத ஆக்கம் உடைத்தோரும்
சேர்வது நாடு - கொண்டதே ஒரு நாடு எனப்படும்.

ஒரு பரந்த நிலப்பரப்பானது நாடு என்று எப்போது அழைக்கப்படும்? பெரும்பாலான மக்கள், அங்கேயே பிறந்திருந்தாலும், அல்லது புலம் பெயர்ந்திருந்தாலும், பெருமையும், பாதுகாப்பும் கொண்டு, இனம் மற்றும் மொழிகளால் இணைந்து வாழ்வதே நாடு எனப்படும்.  வள்ளுவர் மூன்று குறியீடுகளைச் சொல்லி நாட்டை வரையறுக்கிறார். அவையாவன, பயிர் வளமானது குறைவில்லாத விளைச்சலைக் கொண்டதாகவும்,  மேன்மக்கள், அறிஞர்கள் நிறைந்திருப்பதும், குறைவில்லாத செல்வ வளத்தை கொண்டிருக்கும் செல்வந்தர்கள் நிறைந்து இருப்பதுமான நிலமே மக்கள் நாடிச் செல்லும் நாடாகும்.

Transliteration:

thaLLA viLaiyuLum – abundant harvests always with sustained growth of produces
thakkArum – learned people 
thAzhvilAch chelvarum – wealthy people that can take care of economy of the state
sErvadhu nADu – all these combined form a nation or a state.

When is a vast land called a state or a country? When a large population united by a common language and culture, feel the pride about its land, and as well as protected, in the land they were born in, or migrated to, then it is fit to be called a sovereign state. The three criteria that define a state are: abundant and sustainable produces, a lot of learned people that work towards the betterment of the state, wealthy people that can fun the growth of the state. Only such state shall be called a state or a country.
