[It is imperative for a ruler to know who his enemies, friends and people of neutral stance are to govern effectively. An effective rule and ruler will have a highly skilled and trained division of spies that are effective in providing the vital information for rulers about the aforementioned categories of people. These operations of espionage are done elaborately at several layers with complex web structure to make it unpenetrable and efficient. Spies recruited and trained for such operations swear in for maintaining the secrecy, integrity and loyalty to their rule. உரைசான்ற நூலும் - நீதி நெறி வழி நடத்து சான்றோர் வகுத்த நூல்களும்

இவையிரண்டும் - ஆகிய இரண்டும்தான்

தெற்று என்க - பின்னிப் பிணைந்திருப்பன

மன்னவன் கண் - ஆள்வோரிடம்

இவ்வதிகாரத்தின் முதற்குறளில் ஆள்வோரோடு பின்னிப் பிணைந்திருக்க வேண்டியனவாக நீதி நெறிவழி நடத்தக்கூடிய ஆன்றோ வகுத்த நூல்களும், அறிவும், ஆள்வோருக்கு நட்பு, பகை மற்றும் இரண்டுமில்லா நிலையில்லுள்ள பகைவரைப்பற்றி, பகைநாடுகளைப் பற்றி தகவல் தரக்கூடிய ஒற்றர்படையும் என்று ஒற்றாடலின் தேவையை உணர்த்துகிறார் வள்ளுவர்

Orrum – a skilled espionage division of operatives

uraisAnDra nUlum – ethical rule book that guide the ruler

ivayiraNdum – these two

theRRenga – are intertwined (inseparably)

mannavan kaN – with an effective and efficient ruler

In this chapter vaLLuvar gives two important things to be managed and intertwined with a ruler. They are the codebook of ethical ruling as given by the wisemen as well as a skilled and trained team of espionage. Both are important to good and safe governance. A ruler must know about his friendly, enemy and neutral states to provide protections and prosperity to his citizens. In today’s context of highly commercialized and market driven economies, countries also have highly trained economic espionage operations and when it comes to such operations, ethics are out of the window normally.
