கருமம் சிதையாமல் கண்ணோட வல்லார்க்கு

உரிமை உடைத்திவ் வுலகு.

                            (குறள் 578: கண்ணோட்டம் அதிகாரம்)

கருமம்  - தம்முடைய கடமையிலிருந்து

சிதையாமல் - தவறாமல் (ஒரு சார் நிலையெடுக்காமல்)

கண்ணோட - அருள் நோக்கினைக்

வல்லார்க்கு  - கொண்டு இயங்கத்தக்கவரே

உரிமை - இவ்வுலகை ஆளுகிற உரிமையை

உடைத்து - உடையவர்களாகிறார்கள்

இவ்வுலகு - இவ்வுலகத்தின் கண்

ஆளுவோருக்கு அருள் நோக்கு இருந்தால் மட்டும் போதாது. அருள்நோக்கினனாகி, எங்கு, எவரிடம் முறை செய்யவேண்டுமோ, அங்கு தம் கடமையிலிருந்து வழுவிய ஆளுவோருக்கு இவ்வுலம் உளதாகாது. தம்மைச் சேர்ந்தவர், அல்லாதவர் என்னும் சார்பு அல்லது அஃதின்மை என்னும் நிலைப்பாடுகளில் இயங்கி, முறை தவறி ஆளுவோருக்கு இவ்வுலகம் உளவாகாது என்னும் எளிய கருத்தை இக்குறள் சொல்கிறது

Transliteration:

karumam sidaiyAmal kaNNODa vallArkku

urimai uDaiththiv vulagu

karumam – Duty of the rulers to be just and unbiased

sidaiyAmal – not veering away from that

kaNNODa – of kindly glance

vallArkku – be capable of that

urimai – right to rule

uDaithth(u) – they get (such right)

ivvulagu - this world

It is not just enough for a ruler to be of kindly glance towards citizens. The ruler must be just and unbiased and do the appropriate justice to all the same. Under the guise of being benign, If a ruler does not look at the misdeeds of friends and closely known, then he is not fit to rule thie world.

“Right to rule the world is for the rulers of kindly eyes

 When they don’t veer away from the norms of justice”
