உறுபசியும் ஓவாப் பிணியும் செறுபகையும் 
சேரா தியல்வது நாடு.
                (குறள் 734: நாடு அதிகாரம்)

உறுபசியும் - மிகுந்த பசியும் (பஞ்சத்தினால்)
ஓவாப் பிணியும் - முடியாது வளர்ந்துகொண்டே இருக்கும் நோயும்
செறு பகையும் - கொல்லுகின்ற பகைவர்களும்
சேராது இயல்வது - நாட்டை அண்டாமல் காத்து இருப்பதே
நாடு - ஒரு நல்ல நாடாகும்

மக்கள் மிகுந்த பசியால் வாடாமலும், நீங்காத நோய்களால் பீடிக்கப்படாமலும், கொல்லுகின்ற பகையால் சூழப்படாமலும் இருந்தாலே அது நல்ல நாடாக அறியப்படும். 

பசியால் வாடாமல் இருக்க அறம் தழைத்து, மழை பொய்க்காது, உழவு சிறந்து, விளைச்சல் பெருகியிருக்கவேண்டும். முடியாது வளர்ந்துகொண்டே இருக்கும் நோய்கள் மக்களின் தீய பழக்கவழக்கங்களால் ஏற்படுவது. அத்தகைய தீய வழக்கங்களைக் கொண்டோர் வாழாத நாடாக இருக்கவேண்டும். நல்ல அமைச்சர்களும், அரசனும், அரசனுக்குப் பின்னால் வரும் சிறந்த குடிமக்களும், உறுதியுடன் உடனிருப்பதால் கொல்லுகின்ற எத்தகைய பகையும் வெல்லமுடியாததாக இருக்கவேண்டும். இதையே சிலப்பதிகார வரிகளும் “பசியும் பிணியும் பகையும் நீங்கி வசியும் வளனும் சுரக்கென வாழ்த்தி” (சிலம்பு:5:72-3) என்கிறது. சீவக சிந்தாமணியும், “பொன்றுக பசியும் நோயும் பொருந்தலில் பகையுமென்ன” (சீவக:2375) என்கிறது.

Urupasiyum OvAp piNiyum seRupagaiyum
sErA dhiyalvadhu nADu

Uru pasiyum – Extreme hunger
OvAp piNiyum – Endless diseases
seRu pagaiyum – Enemies surrounding to kill
sErAdh(u) iyalvadhu – Preventing these three 
nADu – is the best state

A state that has the ability to prevent hunger, endless diseases and the destructive enemies that affect the citizens is known as a good state.

For the state to be hunger free, its ruler and the citizens should be charitable to have unfailing rains, abundant crops; for the state to be disease free, its people should not lead unhealthy life and be indulgent in such practices; if the ruler, his ministers and the citizen stand strong together, no enemy state can be ever in war with them. 

“When a land is devoid of extreme hunger, endless diseases, 
 And killing enemies, then the state is known to be prosperous”
